CAROL:

A man in his position, a person who has
always had everything!

SECRETARY:

Oh, he has everything now all right. He's
a heroin addict himself.

CAROL:

Our senator is a drug addict? And him the
very man who is always screaming about
tougher drug laws.

SECRETARY:

Of course he screams for tougher drug
laws. He's just doing what he's told to.

Hasn't it occurred to you yet that the
underworld in this country wants drugs
to be illegal. Otherwise, they couldn't
make any money off them, nor would they be
able to buy and own their very own senator.
As it is, he has to do exactly what they
tell him.

CAROL:

But that's terrible.

SECRETARY:

Yes, its terrible. Scum is taking over our
country and every person who buys dope is
helping them to do it. Like I say: "Light up
a joint, be a traitor."

The Wizard pulls Carol away and they start to leave.

CAROL:

But, its illegal, something has to be done!

WIZARD:

Yes Carol, but probably not what everybody
thinks. You see, drug addiction is really
a disease and you really can't pass a
law against a disease.
